What does the Waste Management Fee entail?
What is going on?
Verpact [Waste Funds] is going to change the implementation of product responsibility legislation. This also changes the fee that is based on that legislation. The changes will apply from 1 January 2023, and from that date they will have an impact on the prices of packaging that will be marketed in the Netherlands. The biggest changes concern the question of who pays the levies and about Single Use Plastics (SUP).
What is going to change?
- Levies from Verpact [Waste Funds] are imposed on Dutch trademark holders. This means packaging bearing the name, logo or trademark of a brand holder will be subject to levies from Verpact [Waste Funds]. If your name, brand or logo is on your packaging, you must therefore declare this packaging to Verpact [Waste Funds].
- If packaged products are put on the market, the first party that professionally offers that packaged product to the market in the Netherlands pays.
- Does this concern empty packaging that is only filled when sold at the point of sale, such as chips bags at a chip shop? In this case, the levy is imposed on the first party offering the packaging to the market in the Netherlands. In addition to food containers, coffee cups, shopping bags, etc. For this so-called point-of-sale packaging – without a logo or brand designation – Paardekooper as a supplier is often the party that has to pay the levy to the Verpact [Waste Funds]. For the packaging for which this is relevant, we will therefore start charging these levies to you as our customer from 1 January.
What does it cost?
Rates have been set based on weight for the following types of material:
| Paper and cardboard | € 0,012 per kg |
| Plastic (regular rate) | € 1,050 per kg |
| Beverage cartons | € 0,700 per kg |
Additionally, there are rates for SUP products. For 2023, an overall rate per 1,000 units has been has been announced. To give you an idea of what such a charge might look like, here is a calculation example for 1,000 coffee cups weighing a total of 5 kg. They consist of 95% cardboard and 5% plastic.

These contributions must be paid to Verpact [Waste Funds].
What else does this mean?
We sell an extensive range, so we need time to properly classify all packaging and calculate the correct amount of levies. We are working hard behind the scenes to get everything as clear as possible. In the meantime, we must therefore make a reservation in this area, which means our prices may still change. As such, we reserve the right to charge Verpact [Waste Funds] levies or implement them in our prices.
